VF Corporation Manager, Trade Agreements Sourcing Strategy in Singapore, Singapore

As an extended member of VF’s Customs and Trade organization around the world (AMER, EMEA and APAC regions), based at VF’s Global Product Supply office in Singapore, the Manager, Trade Agreements Sourcing Strategy, will be the resident subject matter expert in customs, global free trade agreements (FTA’s) and preference programs. The primary responsibility of this role is to develop and manage the platforms and processes necessary to execute and optimize VF’s sourcing allocation decisions, minimizing the company’s global duty spend.

How You Will Make a Difference:

  • Partnering with VF’s Global Material Supply (GMS) organization, establish procurement frameworks necessary to guide the acquisition of raw materials meeting and supporting FTA or preference program Rules of Origin (ROO) for finished goods.

  • Partnering with VF’s Global Product Costing (GPC) organization, develop data, costing and reporting models supporting a globally optimized Landed Duty Paid (LDP) sourcing framework.

  • Linked to VF’s extended Customs and Trade organization around the world, establish and support upstream brand design and development connectivity and processes governing FTA and preference program design choices.

  • Support the overall allocation strategy focused on lowering the duty footprint and the effect shifting production has on the VF’s overall LDP.

  • Optimize the diagonal and regional cumulation opportunities in the production cycle focused on claiming preferential origin on the finished products.

  • Aligning directly with Global Product Supply leadership, establish short, medium, and long term, multi-horizon supply planning objectives centered around utilizing and optimizing global FTA’s and preference programs.

  • Leveraging VF’s systems platforms, trade & customs master data, and partnering with VF’s Digital Technology organization, develop the necessary data models, architecture, and algorithms to produce optimized allocation output.

  • Establish a Center of Excellence and serve as the subject matter expert (SME) in global FTA’s and preference programs at the Global Product Supply office in Singapore.

Skills for Success:

Years of Related Professional Experience: 5-10 years of progressive experience managing Customs and Trade platforms for large multinationals, preferably in the apparel and footwear sector. Demonstrated knowledge and expertise in global FTA’s and preference programs in the apparel sector, with specific focus on United States, Canada, Mexico, EU, UK, China import markets.

Educational/Position Requirements:

  • Bachelor’s degree in business, economics, or related disciplines

  • 5 years minimum experience in a customs/global trade compliance capacity, preferably in the apparel and footwear sector

  • Deep understanding of the global harmonized trading system and rules of origin framework

  • Experience interpreting, applying, and executing FTA preferences for the APAC, EMEA, and US markets. Free Trade Agreement knowledge covering, among others:

  • USMCA (formerly NAFTA)

  • DR-CAFTA

  • US, EU-Jordan FTA

  • EU-VN FTA

  • UK-VN FTA

  • CPTPP

  • EU, UK, US and Canada Generalized System of Preferences (GSP) programs

  • EU – CAMER 2200

  • EU - Mexico FTA

  • EU – EG FTA

  • CN-ASEAN

  • APTA

  • Experience with Global Trade Management, Logistics and Sourcing systems, such as SAP GTS, Descartes/Customs Info, Infor Nexus

  • Highly desirable: Skills at managing large data sets with tools such as Power BI, Business Objects, Tableau, and similar other platforms.

  • Highly desirable: Experience using data sources, such as US Customs ACE, EU customs authorities import platforms.

  • Excellent presentation and communication skills; ability to engage with senior leadership on technical topics related to global trade.

  • Ability to work autonomously and in a matrixed environment.

  • Fluent in English
